They have failed inspection for any of the following reasons; missing cap(s), larger scratches or nicks to the PCB, general cosmetic imperfections. All 36 chips on each board will be intact. Untested, so assumed non-working. Majority of the CHIPS (not labels) will be Major branded (Samsung, Hynix, Micron, Kingston), but a handful of minors may be included.
